Hi John - welcome to the continent. I experienced many of the same adminstrative/bureaucratic frustrations when I moved to France in January. But somehow I managed to avoid getting arrested during the two months that I was driving around with an expired temporary registration for my car, and life is mostly good now.
I don't think ITER will ever need to send me to Berlin, but if you decide to join the hoardes of your new fellow-countrymen who invade southern France for vacation every year, stop by and visit.
I think my favorite part of your apartment would either be that tiny elevator or that sweet green chair on your balcony!!!
